                                              RE. FINANCING OF LOCAL GOVERNMENT.

                                                  Attn. Mr. J. Kelly.

The financing of local government has been unfair since its introduction.  To put it right once and for all charges should be applied to all business, namely builders, farmers, listed buildings carrying on business as B and B's etc. holiday homes, self catering apartments and cottages, (including those attached to hotels and let on nightly basis etc.)all types of business working from home, sub letting, all types of B and B's.   It is unfair that the small business  ( for instance small local shop) has to pay and a farmer with a large farm pays nothing. A charge in the region of 0.5% on turnover  would be reasonable.
